Rationale
Unless one has control over the physical boundaries of one’s land, every activity within it will be compromised and rendered futile. Policies, though well intended, will be reduced to rubble like a sandcastle built on the hope that laws shall be respected. By analogy, your house continues to be intruded by others for various reasons. Locking all doors and windows, or even erecting a fence should take priority before anything else. Having clean rooms and offering food out of compassion should be secondary.
